Determine the category and number of personnel
- Determine whether your business is classified as a low-risk ("az tehlikeli") categories and has less than 50 employees.
- This is important: as of January 1, 2025, for such enterprises there appeared new requirements.
- If you are the only owner-employee in the company, you do NOT need to implement OT.
HSE personnel
Three paths are possible:
- Hire certified specialist/physician (full-time or part-time). This path is typically chosen by medium to high-risk manufacturing companies.
- Make a contract with OSGB (OSGB - specialized external agency).
- Take on your own functions (if certified and trained).
If you decide to hire your own specialists and physician or implement OT on their own.
Get training and certificates
If you, as an employer, are taking on the role, pass the approved training (16 hours) and pass the exam, then receive the document "İşveren veya İşveren Vekili Eğitimi Tamamlama Belgesi". The training is organized by universities and trade unions through a protocol with the Ministry of Labor.
Register in SG-KATİP system
If you are an authorized representative from the company (specialist/physician/trained employer), enter the data into the system İSG-KATİP. Services are considered valid from the moment of confirmation in the system.
Organize occupational health and safety
- Establish a basic occupational health and safety system:
- Risk assessment (in-house or through a certified organization).
- elaboration security measures: safety equipment, guardrails, instructions.
- Employee training: induction and periodic courses on ITB, evacuation, first aid.
- Planning emergencies and conducting drills.
- Medical examinations: pre-initial and periodic examinations through a physician.
- Maintaining HSE log under 6331 of the Act.
Maintain and monitor the system
- Keep it to a minimum 10 min/staff/month for the specialist and 5 min/staff/month For a physician (or equivalent hours).
- Provide time, place and equipmenttrusted specialists/physicians.
- Spend internal checks and auditsand address the violations.
What happens if you don't fulfill
Penalties for non-compliance with labor protection discipline currently for companies: monthly from 177,326 to 531,978 TL

Steps for implementing OT with OSGB (OSGB)
Define the parameters of your company
- Risk category: "Az tehlikeli" (low risk).
- Number of employees.
- The location of the business.
This data will be needed to calculate the required service hours and price.
Select OSGB
- Find a licensed OSGB in your region (the list is available on the website of the Ministry of Labor or at İSG-KATİP).
- Check for a valid license; experience with your industry; and testimonials from other clients.
Make a contract
- Formalize a formal contract with OSHA. The contract should specify:
list of services provided (doctor, OHS specialist, medical examinations, training, etc.); frequency of services (depending on the number of employees - minimum 15 minutes per month per person in total); cost; contract period. - Register the contract in the system İSG-KATİP - OSHA will do this for you, but you must confirm via e-Devlet.
Organize the interaction
- Designate a contact person from your company to work with OSHA.
- Provide OSHA specialists with access to the facility; a place to work (if necessary); and access to company and employee records.
Take the first services
After the OSHA collaboration began:
- will risk assessment in the workplace;
- prepare OHS action plan;
- organizes the initial briefing of employees;
- amount to occupational health and safety documentation;
- will conduct initial employee physicals.
Maintain the system
- Coordinate monthly visits between the OT specialist and the physician.
- Ensure new employee orientation; periodic physicals; risk assessment updates are completed in a timely manner.
- Implement the recommendations of the specialists and eliminate the identified violations.
Control
- Keep all reports and documents from OSHA - they may be requested during an inspection.
- Check with İSG-KATİP that your company is listed as a serviced company.
Pros of working with OSHA:
- cheaper than hiring in-house specialists;
- There is no need to go through the training yourself;
- No worries about certifying personnel.
Minuses:
- less flexible than their own specialists;
- it is important to monitor the quality of their work.
